Introduction


The Request for Priority Handling is a formal written request to the National Vessel Documentation Center for priority handling of an Application for Documentation. It does not, however, apply to commercial applications as these are automatically given priority over those for recreational purposes only. Approval is usually given for vessels that will be departing for travel into foreign waters. Requests for those already “in transit” or “already traveling such waters” will be declined. All other reasons will be subject to a judgment call on behalf of the attending documentation officer and may be affected by their existing workload.

Format


The form is provided in Microsoft Word in order to facilitate any changes to its structure or textual content. It is also fielded and tabbable for your convenience. In making any non-fielded alterations, it will be necessary to select the "Unprotect" option from the "Tools" menu of your application. It can thereafter be protected again as a form to regain the fielding.

Instructions


The request form itself must contain very specific information along with special citations or it will be rejected. All requests must contain an owner's or managing owner's signature and can not be signed by an agent. A copy of the executed request is sufficient and there is no need for sending an original follow up. It can accompany an application or be submitted at later date if within a reasonable time. If submitted along with an application it should be transmitted under a separate cover for best results. Requests can be sent by mail or faxed. A completely new request containing the owner's signature must be submitted in cases where the existing one has been rejected. If there is a need for special delivery, the request can include an account number for FedEX, Airborne, and other carriers or be accompanied by prepaid packaging.
