BoatWiki - Definitions
Use tax as it applies to boats can be defined as an assessment in lieu of sales tax. It comes into play whenever a boat is purchased from a private party or brought into a state where the owner and/or vessel intends to reside. In any event, the use tax can be typically reduced by the amount of sales or use taxes paid elsewhere by the owner. As with most state level taxes, such rules may vary among jurisdictions.
